In line with HRH Crown Prince’s directive to take several measures to achieve balance in the real estate sector in Riyadh, approval has been issued for regulatory provisions aimed at regulating the relationship between landlords and tenants.

Following a directive from Crown Prince and Prime Minister Mohammed bin Salman, the Council of Ministers and a Royal Decree approved regulatory provisions drafted by the Real Estate General Authority (REGA) to regulate landlord-tenant relations in Riyadh. Key provisions include: a 5-year suspension, starting 03 Rabi' Al-Akhir 1447 AH (25 September 2025), on increases to total rental value for residential/commercial contracts within Riyadh's urban boundaries; fixing rent for previously-leased vacant properties to the last "Ejar"-registered value; mandatory registration of lease contracts on "Ejar," with a 60-day window to object to registered details; and automatic contract renewal unless either party gives 60 days' notice, with landlords barred from refusing renewal except for tenant non-payment, structural safety defects, or the landlord's own need to use the unit.
