The Authority Approves the Rules Governing the Financial Advisory Profession for Non-Securities

The Saudi Organization for Chartered and Professional Accountants approved, by Board Resolution No. (3/4) dated 05-07-1447 AH corresponding to 25-12-2025, the Rules Governing the Financial Advisory Profession for Non-Securities, as part of transferring the authority to issue professional practice licenses from the Ministry of Commerce to the Organization. The rules require that the profession may only be practiced under a license issued by the Organization, with an exemption for certified public accountants already licensed for accounting and auditing practice in the Kingdom from obtaining a separate license. The rules define the scope of the profession, establish licensing conditions, duration and renewal mechanisms, a register of licensees, and prohibit the provision of audit, assurance, accounting, Zakat and tax accounting, or securities-related financial advisory services. They also set out licensee obligations, license cancellation and suspension mechanisms, and a disciplinary sanctions system.
