SAMA Issues the Updated Rules for Engaging in Debt-Based Crowdfunding

The Saudi Central Bank (SAMA) has issued updated Rules for Engaging in Debt-Based Crowdfunding, in line with its supervisory and oversight role over debt-based crowdfunding companies and its efforts to develop the financing sector and enable fintech. Key updates include additional mandatory disclosure requirements — such as obliging platforms to publicly disclose default rates — and permitting debt-based crowdfunding companies to participate in financing beneficiary establishments. The updated rules also allow financing amounts exceeding SAR 7.5 million for large commercial establishments, real-estate-licensed developers, or when SAMA's written non-objection is obtained. The rules were finalised after a public consultation process during which feedback from the public and specialists was studied and taken into consideration.
