SAMA Issues Close-out Netting and Related Collateral Arrangements Regulations

The Saudi Central Bank (SAMA) has issued the Close-out Netting and Related Collateral Arrangements Regulations, applicable to financial institutions under its supervision and oversight in Saudi Arabia, effective from the date of their publication on 25/02/2025. The regulations govern netting agreements and related financial collateral arrangements connected to one or more qualifying financial contracts where at least one party is subject to SAMA's supervision, ensuring enforceability of such contracts outside insolvency proceedings. The regulations aim to establish a regulatory framework aligned with the Kingdom's legal structure and international standards, and to localise transactions of domestic and international financial institutions in derivatives and swap markets, thereby enhancing risk management effectiveness and supporting the stability of the financial sector.
