REGA: Non-Saudi Property Ownership System Enters into Force as of Today

The General Real Estate Authority (REGA) announced that the Real Estate Ownership System for Non-Saudi Nationals officially entered into force on Thursday, 3 Sha'ban 1447 AH, corresponding to 22 January 2026. Applications are submitted through the official "Saudi Properties" portal, covering residents (via Iqama number), non-residents (via Saudi representations/embassies abroad for a digital identity), and non-Saudi companies and entities (which must first register with the Ministry of Investment via the "Invest Saudi" platform and obtain the Unified Number 700). Ownership is regulated in Riyadh, Jeddah, Makkah, and Madinah under a Geographical Zones Document to be announced in the first quarter of 2026, with ownership in Makkah and Madinah restricted to Saudi companies and Muslim individuals residing inside or outside the Kingdom.
