REGA Presents Draft Implementing Regulations for Off-Plan Real Estate Projects Sale and Lease Law

The Real Estate General Authority (REGA) has published, through the Istitlaa platform, a draft implementing regulations for the Off-Plan Real Estate Projects Sale and Lease Law—comprising 40 articles—alongside draft escrow account controls (8 articles) and draft qualification controls for activity practitioners (6 articles). The initiative, undertaken in accordance with Article 28 of the Off-Plan Real Estate Projects Sale and Lease Law issued by Cabinet Decision No. 196 dated 04/03/1445 AH, invites the public, government entities, and the private sector to submit feedback prior to approval. The drafts cover mechanisms for qualifying and classifying practitioners, escrow account requirements, licensing and implementation procedures, provisions for project delays and defaults, and a framework for supervision, inspection, and enforcement.
