REGA Announces Start of Receiving Off-Plan Project License Applications Following Publication of Implementing Regulations

The Real Estate General Authority (REGA) announced the commencement of receiving license applications for off-plan real estate projects through its electronic platform, in accordance with the Off-Plan Real Estate Projects Sale and Lease Law issued by Cabinet Decision No. (196) dated 04/03/1445 AH and its newly published implementing regulations. The implementing regulations comprise 49 main articles across five chapters covering developer registration, licensing and implementation of off-plan projects, delay and default provisions, supervision and inspection, and final provisions including violation-reporting mechanisms. Applicants must complete REGA's approved qualification program and submit a feasibility study encompassing financial, construction, marketing, and administrative data, along with proof of compliance with building permit and engineering requirements.
