Saudi Arabia's E-Commerce Law was approved by Royal Decree No. (M/126) dated 1440/11/7 AH, based on Council of Ministers Decision No. (628) dated 1440/11/6 AH. Administered by the Ministry of Commerce and Investment, it defines e-commerce as an economic activity conducted electronically, in whole or in part, between a service provider (merchant or practitioner) and a consumer for selling products, providing services, advertising, or exchanging related data. The Cabinet decision also directs formation of an E-Commerce Council to monitor e-commerce activities after the Law takes effect, a committee chaired by the Minister of Finance to address taxation of electronically contracted products/services, and coordination between the Ministry of Commerce and Investment and the National Cybersecurity Authority on consumer data-protection provisions in the implementing regulation.
