Ministry of Municipalities and Housing: Approval of the Implementing Regulation for Vacant Real Estate Fees

The Ministry of Municipalities and Housing has approved the Implementing Regulation for Vacant Real Estate Fees, aimed at incentivising the use of vacant buildings and increasing the supply of residential and commercial units to balance the real estate market. A building is considered vacant if unused for six consecutive or non-consecutive months within the reference year, and an annual fee of no more than 5% of the building's value — based on comparable market and rental values — is imposed on owners within geographic zones designated by ministerial decision. Owners may contest fees through formal procedures and have up to six months from invoice issuance to pay, while revenues collected are earmarked to support housing projects.
