The Ministry of Municipalities and Housing has published a draft Vacant Real Estate Regulation on the "Istitlaa" public consultation platform, inviting the public, stakeholders, and relevant entities to review and submit feedback before the regulation is finalised. The draft sets out mechanisms for imposing annual fees on vacant properties within designated urban areas, with applicable cities and geographic zones to be announced later based on technical criteria covering market indicators, supply and demand levels, and vacancy rates. Where a property has multiple owners, each owner is liable for a share of the fee proportional to their ownership interest. The draft also covers disclosure requirements, occupancy verification procedures, fee billing and payment methods, and conditions under which the fee may be suspended.
