The Ministry of Municipalities and Housing has adopted the designation "Mobile Trader" (التاجر المتنقل) to replace the term "street vendors" (الباعة الجائلين), as part of updated requirements aimed at regulating the activity, empowering practitioners, and improving the urban landscape in Saudi cities. The updated requirements, developed through a comprehensive comparative analysis and input from municipalities and related entities, introduce expanded activity definitions, trader-linked (rather than location-linked) licensing, and enhanced operational and technical standards covering safety, cleanliness, electronic payment, and beneficiary experience. The Ministry described the change as a strategic shift that repositions mobile trading from an informal practice to an organised economic activity with professional and investment dimensions.
