Ministry of Justice Circular 13/T/2801 cites Article 18 of the Law of Advocacy, which provides that lawyers registered on the roll of practitioners alone have the right to plead on behalf of others before the courts, the Board of Grievances, or the committees referred to in Article 1 of that Law, subject to an exception.
