Circular 13/T/8073, issued by the Ministry of Justice, references earlier Ministry Circular 13/T/6186 dated 1/6/1440 AH, which amended Article 46 of the Executive Regulations governing notary public (kuttab al-adl) competencies. The amendment stipulates that when submitting a request to issue a replacement for a lost deed, the deed holder must attend in person or through a power of attorney that expressly authorises such action.
