Circular 13/T/8271, issued by the Ministry of Justice, concerns the regulation of notary judges (كتاب العدل) and references earlier Circular 13/T/3253 dated 18/10/1428 AH, which was based on Royal Decree No. M/78 dated 19/9/1428 AH on the Judiciary System. Article 74 of that system specifies that notary offices are competent to authenticate contracts and record acknowledgements, excluding endowments and wills, with the possibility of delegating some of these competencies to others.
