The Ministry of Environment, Water and Agriculture's Deputy Minister for Water, Dr. Abdulaziz Al-Shaibani, said the charitable sector's contribution to water services grew notably over 2015-2025, with 51 registered water charitable associations by 2025. This came during a ministry-organized workshop discussing a proposed "Strategy to Enhance Third-Sector Contribution in the Water Sector (2026-2036)"; Al-Shaibani noted the non-profit sector's contribution to GDP reached 1.4% by end-2024, with volunteers exceeding 1.74 million by end-2025, and cited the "Saqaya Al-Ahliya" foundation, established in 2020, as an example of community water initiatives. The proposed strategy aims to address challenges in technical/operational capacity, integration with public and private sectors, financial sustainability, and specialized staffing.
