Ministry of Education: The Kindergarten Stage Regulating Bylaw

The Kindergarten Stage Regulating Bylaw aims to establish a comprehensive regulatory framework for the provision of educational and developmental services in kindergartens. The bylaws seeks to: enhance the quality of education and care, ensure children's safety and protection, support their holistic development, and prepare them for subsequent stages of education. The bylaw also aim to regulate staffing requirements, learning environments, educational practices, assessment, and operational arrangements, while enabling flexible operating models to expand access to kindergarten services, strengthen family and community partnerships, and promote equal educational opportunities in accordance with applicable laws and regulations.
