The regulation aims to set a clear and unified framework for assessing environmental damage, calculating the resulting compensation and costs, and claiming them. It also aims to specify the principles, standards, and technical mechanisms needed for that, organize the roles and responsibilities of the relevant authority to ensure consistency and objectivity in calculating compensation, protect resources and the environment, hold the party causing environmental damage accountable for the costs, and achieve the objectives of the Environmental System.
