Pursuant to Council of Ministers’ Decision No. (277) dated 02/04/1445H, which established the National Center for Inspection and Monitoring (NCIM) and mandated it to qualify and license private-sector companies performing inspection and monitoring activities, the Center is developing a unified regulatory framework governing market entry and the licensed practice of these activities. The project regulates the qualification and licensing of inspection and monitoring companies; standardizes general requirements, evaluation mechanisms, licensing governance, renewal, scope expansion, and ongoing compliance monitoring; strengthens competence and impartiality; improves inspection outputs; and provides the foundation for sector-specific licensing bylaws across regulatory domains.
