Ministry of Education: The Affairs of Students with Disabilities Regulating Bylaw

To establish a unified regulatory framework for students with disabilities in general education, ensuring equitable access to education and non-discrimination. The regulation governs early identification, comprehensive assessment, diagnosis and early intervention; appropriate educational settings, admission and enrolment; individualized education plans, support services, reasonable accommodations and assistive technologies; and accessible learning environments. It aims to enhance students’ participation, educational progress and independence, and improve the quality of educational services.
