Ministry of Municipalities & Housing: Amendment to the Implementing Regulations of the White Land Fees.

The White Land and Vacant Real Estate Fees Regulations is one of the key legislative frameworks introduced to address the practice of hoarding vacant land within urban boundaries, increase the supply of residential land, and achieve a balance between supply and demand in the real estate market. The Regulation was promulgated by Royal Decree No. (M/4), dated 24/3/1437 AH, and subsequently amended by Royal Decree No. (M/244), dated 7/11/1446 AH. The new Implementing Regulations were issued pursuant to Minister of Municipalities and Housing Decision No. (1/4700121073), dated 19/02/1447 AH. Furthermore, Council of Ministers Resolution No. (263), dated 12/3/1448 AH, was issued concerning the restriction of real estate transactions involving land subject to the applicable fees until all outstanding fees have been paid.
