General Commission for Audiovisual Media: Monitoring of Non-Saudi Advertisers Violating the Labor Law and Expatriate Rules, Operating Without Licenses, and Approving Their Ban from Advertising on Social Media Platforms

The General Commission for Audiovisual Media announced it had monitored non-Saudi advertisers (residents and visitors) on social media platforms operating without commercial registrations or licenses, and issued a circular banning such violators of the Labor Law and expatriate rules from advertising on social media. Coordinating with the Ministry of Commerce, it will circulate the ban to commercial establishments, requiring that advertising contracts be made only with parties holding a licensed commercial entity. The announcement cites Labor Law (Royal Decree M/51, 23/8/1426 AH, Article 33, requiring a license for a non-Saudi to work) and the expatriate-conduct rules (Royal Decree M/24, 12/5/1434 AH), plus the anti-concealment law (Royal Decree M/4, 1/1/1442 AH), which treats unlicensed economic activity by a non-Saudi as a crime punishable by up to five years' imprisonment and a fine of up to five million riyals. Violations can be reported via the Elaam platform, the Authority's hotline (920004242), or the Ministry of Commerce's unified line (1900).
