The Communications, Space and Technology Commission (CST) issued the Regulations for Designation of Markets and Dominance in the Telecom Sector pursuant to the Telecommunications and Information Technology Act issued by Royal Decree No. (M/106) dated 02/11/1443 AH. The regulations establish a framework for identifying telecommunications markets, designating dominant service providers and those with significant market power, and imposing ex-ante regulatory requirements on dominant providers to prevent anti-competitive practices. CST is empowered to issue Classification Decisions and periodic Market Definition, Designation and Dominance (MDDD) Reports to ensure effective competition and protect users across telecommunications markets, including OTT, VoIP, and IoT services.
