Ministry of Municipalities and Housing approves Requirements for the Presentation of Tobacco Products

The Ministry of Municipalities and Housing has approved municipal requirements governing the presentation of tobacco products, aiming to regulate related commercial activities, ensure compliance with safety and quality standards, and limit the harms of passive smoking on non-smokers. The requirements are organised around four main pillars: licensing requirements, spatial requirements, technical requirements, and operational requirements, and apply to premises licensed to present tobacco products in conformity with Saudi standards. Licensing procedures — including issuance, renewal, modification, suspension, and cancellation — must follow the Municipal Licensing Procedures Law and its implementing regulations, and a valid commercial licence for the primary activity is mandatory. Operational requirements include restricting the supply of tobacco products and accessories to documented approved suppliers, and prohibiting the sale or presentation of these products to persons under 18 years of age, or as otherwise determined by the Anti-Smoking Law.
