"Municipalities and Housing" Confirms the Mandatory Nature of Municipal Licenses and Warns Against Conducting Non-Compliant Activities

The Ministry of Municipalities and Housing confirmed that municipal licenses are mandatory before conducting any commercial or construction activity in cities, warning that unlicensed activity is an immediate violation exposing the responsible party to penalties, fines of up to SAR 50,000 depending on the violation type, and closure or suspension of services at high-risk sites. The Ministry monitors activities including construction, building renovation, commercial activities, home delivery services, tobacco product sales, and excavation works, and urged the public to obtain licenses via the "Balady" platform and to report unlicensed activity through the complaints center (940).
