The Ministry of Municipalities and Housing has approved the "Guide for Oversight of Illegal Subdivision of Residential Units" as part of its ongoing efforts to enhance compliance with municipal regulations and curb unauthorized subdivision practices. The guide establishes a unified regulatory and oversight framework that defines illegal subdivision, identifies the roles and responsibilities of relevant parties, and sets out the procedural, technical, and regulatory requirements for detecting, verifying, and addressing violations. Oversight responsibilities are distributed among the Ministry, municipal secretariats and municipalities, partner entities, property owners, and tenants, with the Ministry leading policy and system development while municipalities carry out field inspections and apply statutory penalties. The guide covers all residential and mixed-use residential-commercial units that have been subdivided without authorization, and is available at https://momah.gov.sa/ar/regulations.
