The Ministry of Municipalities and Housing and the Saudi Water Authority are conducting joint efforts to address water flow and leakage incidents and prevent road flooding, with Article 57 of the Water Regulations assigning the Saudi Water Authority responsibility for controlling leaks and breaks in water and sewage networks, while the Ministry oversees road flooding and water accumulations affecting urban safety. Water flowing beyond property boundaries is classified as a visual defacement and a municipal violation subject to immediate rectification, with approved regulations imposing a fine of up to SAR 3,000 when such flow causes road flooding or water pooling, alongside an obligation on the responsible party to swiftly remedy the violation. Ongoing field inspection rounds are being carried out to detect and address these cases, and the public is encouraged to report incidents via the 'Balady+' app or the Saudi Water Authority's website.
