The Ministry of Municipalities and Housing has approved an updated version of the Implementing Rules of the Regulation on Penalties for Municipal Violations, establishing a unified framework for applying municipal penalties across Saudi cities. The rules classify violations as serious or non-serious, with corresponding sanctions including financial fines, temporary closure, and licence revocation, and introduce automatic penalty escalation upon repeat offences; fines may reach two million riyals for certain serious violations and one million riyals for others, calculated based on violation type, municipality classification, and facility size. Violations are monitored and recorded electronically via the Mumtathil and Ifa platforms, while municipalities are also empowered to impound and auction abandoned vehicles or tools in public spaces and to disconnect electricity to sites that fail to remedy serious encroachments.
