Ministry of Municipalities and Housing Updates Requirements for Non-Food Retail Outlets to Regulate the Commercial Sector and Enhance the Business Environment

The Ministry of Municipalities and Housing has updated the requirements for non-food retail outlets as part of its efforts to address visual distortions, enhance compliance with municipal standards, and regulate the business environment. The updated requirements apply to all wholesale and retail non-food outlets — including clothing, perfumes, footwear, and stationery — and cover regulatory requirements (licensing, spatial, location and area, and compatible additional activities), as well as technical and operational requirements. Key updates include minimum area thresholds: independent or in-building outlets must be no less than 24 m², while kiosks in commercial complexes or popular markets are restricted to retail only with a minimum area of 2 m², and wholesale activity may also be conducted within offices subject to applicable office requirements. The Ministry called on investors to comply with the activity cards on the 'Baladi' platform to facilitate the issuance of commercial licences.
