The Ministry of Municipalities and Housing signed a tripartite memorandum of understanding with Arab National Bank and the Kafaa Association for Operation and Community Maintenance to establish integrated commercial incubators enabling ministry-accredited mobile traders to operate in a safe, organized environment at affordable cost. Under the memorandum, Arab National Bank finances the incubators while Kafaa Association handles construction, operation, maintenance and development, delivers sales outlets to beneficiaries, and provides training programs, with the Ministry providing general oversight and coordination.
