The Ministry of Municipalities and Housing has adopted the designation "Mobile Trader" (التاجر المتنقل) to replace the term "street vendors" (الباعة الجائلين), introducing updated requirements aimed at organising the activity, empowering practitioners, and improving the urban landscape in Saudi cities. The updated framework shifts licensing to be linked to the trader rather than a fixed location, and expands operational and technical requirements covering safety, hygiene, electronic payment, and beneficiary experience. The Ministry stated that the new requirements were developed following a comprehensive comparative analysis drawing on input from municipalities and relevant entities, producing a more integrated and flexible regulatory model that supports micro-investment and enhances economic, regulatory, and urban outcomes.
