The National Program for the Development of Individual Collective Housing affirmed that establishments housing 20 or more workers must rectify labor housing conditions through one of two regulatory pathways: obtaining a collective housing license for the facility's building via the "Balady" platform, or contracting with pre-licensed collective housing units. It warned that failure to comply may lead to enforcement actions under its guidance manual, including recording violations and suspending certain government services linked to the establishment. The Program is chaired by the Ministry of Municipalities and Housing and includes the Ministry of Interior, Ministry of Health, Ministry of Human Resources and Social Development, Ministry of Commerce, Ministry of Industry and Mineral Resources, the Royal Commission for Jubail and Yanbu, the Saudi Authority for Industrial Cities and Technology Zones, the Authority for Economic Cities and Special Zones, and the Public Health Authority ("Weqaya").
