The Ministry of Municipalities and Housing clarified the mechanism for granting financial incentive rewards to individuals who help detect municipal violations under the penalties regulation, following Cabinet approval of such rewards. Individuals must register via the "Balady" platform and complete an accredited training course to obtain "Certified Observer" status; reports must be documented with clear photos, precise geographic locations and complete information to be officially accepted, and rewards -- based on the violation's severity, difficulty of detection, and effort involved -- can reach up to 25% of the total value of the detected violation.
