"Municipalities and Housing": More than 13,000 registered in the "Certified Monitor" initiative within a week of its launch

The Ministry of Municipalities and Housing reported that its "Certified Monitor" initiative, launched via the Balady platform a week earlier, registered more than 13,000 participants nationwide, with over 5,000 completing certified training programs to obtain the "Certified Monitor" certificate and more than 2,000 municipal violation reports received in the same period. Reports (with photos, geolocation, and details) go through a digital verification system, and participants can receive a financial reward of up to 25% of the value of a detected violation according to set criteria; the Council of Ministers, in its session of 4 November 2025, approved granting such incentive rewards for reporting violations under the municipal penalties regulation.
