Saudi Arabia, Nepal Sign Air Transport Services Agreement
The General Authority of Civil Aviation, represented by its Executive Vice President for Air Transport and International Cooperation, Ali bin Mohammed Rajab, has signed an Air Services Agreement between the Government of the Kingdom of Saudi Arabia and the Government of Nepal. Nepal was represented by Jaya Narayan Acharya, Joint Secretary at the Ministry of Culture, Tourism and Civil Aviation, during an official visit to Kathmandu. The agreement complements the Convention on International Civil Aviation, also known as the 1944 Chicago Convention, which governs international civil aviation in accordance with the principles of fair and equal opportunity. It establishes a regulatory framework for air services between the two countries, supporting the provision of safe, orderly, and efficient air transport. The agreement also keeps pace with developments in bilateral air transport regulation concerning the granting of traffic rights and the application of internationally recognized criteria for the designation and authorization of airlines. The agreement will also strengthen aviation safety and civil aviation security rules and standards, promote fair competition, and serve the shared economic interests of the two countries’ national carriers. This will support their active and sustainable participation in the air transport market while enabling them to adapt to modern market-access models and accommodate various forms of air traffic. The agreement is part of the General Authority of Civil Aviation’s efforts to develop regulatory frameworks and advance the air transport system, in line with the Aviation Program’s objectives to enhance international connectivity and consolidate the Kingdom’s position as a global logistics hub under Saudi Vision 2030. As part of the official visit’s agenda, the Executive Vice President for Air Transport and International Cooperation met in Kathmandu with Nepal’s Minister for Culture, Tourism and Civil Aviation, Khadak Raj Paudel. The meeting reviewed areas of cooperation between the two countries in civil aviation and tourism.
