GACA Invites the Public to Share Their Feedback on the Draft Regulation for Aircraft Rights Registration via “Istitlaa”

The General Authority of Civil Aviation GACA has invited the public, stakeholders, and specialists in the civil aviation sector to submit their views and comments on Draft Executive Regulation No 49 concerning the registration of rights on aircraft. Feedback is being collected through the unified public consultation platform Istitlaa. GACA explained that the new draft regulation aims to enhance transparency and strengthen the governance of aircraft related rights. It seeks to establish a clear and comprehensive legal framework regulating rights on aircraft, while aligning the national regulatory system with the Kingdom’s international obligations under the Cape Town Convention. The regulation also supports the protection of public funds and organizes the priority of creditors’ rights within this vital sector. The Authority noted that the regulation covers all procedures related to the registration of rights on aircraft, in addition to defining the mechanisms for deregistering aircraft based on recorded interests. This contributes to improving the investment and regulatory environment of the civil aviation sector in the Kingdom in line with global best practices.
